SkyDrive Selected for “eVTOL Implementation Project (Phase I)” in Tokyo

11 Nov 2025

The Tokyo Metropolitan Government has selected the project submitted by a consortium led by Nomura Real Estate Development Co., Ltd., with SkyDrive Inc. as a partner, for the first phase of the “eVTOL (Flying Car) Implementation Project.”

The initiative aims to promote the urban use of electric vertical takeoff and landing (eVTOL) aircraft by conducting demonstration flights in 2026 and implementing pre-commercial service in 2027, progressing toward full commercial operation before 2030.

The consortium, comprised of ANA Holdings Inc., East Japan Railway Company, Aero Toyota Corporation, Seibu Holdings Inc., and Nikken Sekkei Ltd., seeks to leverage the technical characteristics of SkyDrive and Joby Aviation aircraft to develop multiple use cases, from urban transportation to logistics applications.

The project includes feasibility studies and vertiport planning, public consultations to foster social acceptance, and the final selection of locations starting in fiscal year 2028.

SkyDrive, a leading Japanese manufacturer of eVTOL aircraft, will contribute its aircraft model with capacity for four passengers and two pilots.

With this development, Tokyo reinforces its position as one of the pioneering cities in urban air mobility (UAM), aligning with the “Tokyo 2050” strategy and solidifying its vision of making Japan a global leader in sustainable mobility.
