Topsoe and Carbon Neutral Fuels Close Landmark Agreement to Boost e-SAF Production in the UK with SOEC Technology

Topsoe, a leading global provider of energy transition technologies, has been selected to supply its advanced SOEC (Solid Oxide Electrolyzer Cell) electrolysis technology to Project Starling, the e-SAF (electronic sustainable aviation fuel) initiative developed by Carbon Neutral Fuels (CNF) in Workington, UK.
The SOEC system will consume 120 MW of renewable energy, enabling the plant to produce 25,000 metric tons of e-SAF per year. Construction is planned for 2028, with operations scheduled to begin in 2031, subject to final investment approval.
Project Starling was recognized as the largest e-fuels project awarded in the third round of the UK Government’s Advanced Fuels Fund in 2025, directly aligning with the country’s SAF Mandate.
The FEED agreement signed between the two companies marks the first commercial application of Topsoe’s SOEC technology in SAF production, a key milestone for the expansion of synthetic fuels to an industrial scale.
Topsoe’s CCO of Power-to-X, Sundus Cordelia Ramli, emphasized that integrating their technology into the project “is a moment of great pride,” underscoring that CNF is at the forefront of the UK’s decarbonization efforts.
For his part, Carbon Neutral Fuels co-founder Alasdair Lumsden noted that Topsoe’s technical support and robust data were fundamental in selecting their technology, and reaffirmed CNF’s commitment to the country’s Jet Zero targets.
The electrolysis stacks will be manufactured at Topsoe’s SOEC plant in Herning, Denmark, with initial deliveries expected in 2028, once CNF makes its final investment decision.
