Joby Aviation and Saudi Arabia Announce Partnership to Deploy Electric Air Taxi Service in the Kingdom

13 Nov 2025

Santa Cruz, California / Riyadh, Saudi Arabia – November 2025.
Joby Aviation, Inc. (NYSE:JOBY), a pioneer in the development of electric air taxis for commercial passenger transport, and the General Civil Aviation Authority (GACA) of Saudi Arabia announced an agreement for the accelerated deployment of electric air taxi service in the Kingdom, in line with the economic and infrastructure modernization goals set forth in the country’s Vision 2030.

The memorandum of understanding between the two parties will utilize Federal Aviation Administration (FAA) certification standards as the basis for creating a streamlined approval process in Saudi Arabia, positioning the country at the forefront of advanced air mobility (AAM). With this partnership, the Kingdom joins the United States, the United Kingdom, Japan, South Korea, and the United Arab Emirates as strategic markets for the launch of Joby’s services.

JoeBen Bevirt, founder and CEO of Joby, stated:

“We have been collaborating with the FAA since 2016 on the certification and commercial operation of our aircraft, and now we are applying those standards globally. We look forward to partnering with GACA to bring quiet, fast, and convenient air mobility to Saudi Arabia.”

Captain Sulaiman bin Saleh Al-Muhaimedi, GACA’s Executive Vice President of Air Safety and Environmental Sustainability, emphasized:

“This collaboration is a crucial step for the Kingdom’s air mobility ambitions. Our focus is on bringing future technologies to Saudi Arabia, but also developing the local knowledge and talent to support them, creating an ecosystem where innovation thrives.”

The agreement centers on three main pillars:

Technical advice on design, production, and operation to develop a comprehensive regulatory framework that ensures the safe and scalable deployment of air mobility aircraft.

Collaboration on airworthiness standards to efficiently validate FAA type certification.

Development and harmonization of key regulations on pilot licensing, maintenance, and airspace integration.

Joby is progressing toward the final phase of FAA type certification, which includes direct testing with agency pilots, and is actively participating in the international NAA Network, which seeks to unify global certification standards for advanced air mobility.

Joby’s marketing strategy in Saudi Arabia includes partnerships with Abdul Latif Jameel, which is considering acquiring up to 200 Joby aircraft valued at approximately $1 billion, and with Aloula Aviation (a subsidiary of Saudi Aramco).

This announcement reinforces technological cooperation between the United States and Saudi Arabia, solidifying the Kingdom’s position as a key player in the global development of electric and sustainable aviation.
