Shell Nederland Raffinaderij BV, a subsidiary of Shell plc, announced that it will not restart construction of the biofuels plant at the Shell Energy and Chemicals Park in Rotterdam, a project that began in 2022. The decision was made following a commercial and technical assessment that concluded the facility would not be competitive with the demand for affordable, low-carbon products.

Machteld de Haan, President of Shell Downstream, Renewables and Energy Solutions, noted that it was a difficult but necessary decision to prioritize capital on projects with greater value for customers and shareholders.

Shell remains committed to low-emission fuels. Between 2023 and 2024, the company invested $8 billion in energy transition projects, including power, hydrogen, carbon capture and storage, and alternative fuels. By 2024, Shell will have sold more than 10 billion liters of low-carbon fuels, consolidating its position as one of the world’s leading suppliers of SAF.

Despite the project’s cancellation, the Netherlands remains strategic for the company, with recent investments of €6.5 billion in energy transition projects, including CO₂ storage at Porthos, the development of renewable hydrogen at Holland Hydrogen 1, and process electrification at Shell Chemicals Park Moerdijk.
