Topsoe Accelerates SAF Development in China with New 300,000-Ton Annual Project

Topsoe (Denmark), a global provider of energy transition technologies, has been selected by Tangshan Jinlihai Biotechnology Co., Ltd. (China) to supply Hydroflex® technology and services for the production of sustainable aviation fuel (SAF) at the Caofeidian Petrochemical Industrial Base in Hebei Province.
The project envisions a processing capacity of 300,000 tons of raw material per year, using used oil as input, with an estimated investment of USD 210 million. Construction is scheduled to begin in the second half of 2026, with operations projected to start in the second half of 2028.
Once fully operational, the plant is expected to prevent approximately 700,000 metric tons of CO₂e emissions annually, significantly contributing to the decarbonization of the aviation sector and aligning with China’s dual-carbon strategy.
Topsoe emphasized that the agreement reinforces its commitment to SAF and renewable diesel, supporting decarbonization goals in both China and Europe. Tangshan Jinlihai highlighted that the project represents a key step in its high-value green energy strategy, expanding its sustainable industrial chain and accelerating the transition to low-emission aviation.
This contract marks Topsoe’s sixth SAF project in China, further solidifying its presence in the country. In recent years, the company has signed similar agreements with Zhongneng Yida New Energy (China), Zhejiang Jianglan Bio-Energy Technology (China), Chuangui New Energy (China), and Guangxi Hongkun Biomass (China), among others.
The announcement comes amid rapid growth in global demand for SAF. According to IATA, global production is projected to reach 2.1 million tons by 2025, while the International Energy Agency (IEA) indicates that more than 10% of aviation fuel consumption must be SAF by 2030 to maintain the path toward net zero by 2050.
