South Korea Sets Mandatory SAF Mandate for International Flights to Begin in 2027

South Korea will implement a 1% Sustainable Aviation Fuel (SAF) blend mandate on all international flights starting in 2027, gradually increasing to between 7% and 10% by 2035.

Starting in 2028, airlines will be required to ensure that at least 90% of their annual refueling at domestic airports meets SAF blend requirements, facing fines of up to 150% of market value for noncompliance.

The government, through the Ministry of Land, Infrastructure and Transport (MOLIT) and the Ministry of Trade, Industry and Energy (MOTIE), will introduce incentives such as traffic rights concessions, passenger contributions, and direct subsidies to support the adoption of sustainable fuels.

The move cements South Korea’s position as one of the first Asian aviation hubs to establish a binding SAF mandate, aligning its aviation sector with global decarbonization goals.
